The Asian Development Bank has pledged to become a leader in climate finance. In 2021, it provided a $600 million loan to the Indonesian government ostensibly to promote renewable energy and electricity access in rural areas. Yet an analysis of the loan contract reveals that the money can be used to build new coal power
plants, in apparent violation of bank policy.
